Hall will hope to retain his place after recent England starts prompted Henry Winter to back an extended run for the Newcastle defender.
The left-back completed the reverse fixture in Prague, where Anthony Gordon and Harry Kane scored England’s goals.
Horníček was an unused substitute in that match and again against Spain. He previously played the full game in Czechia’s 2-1 defeat by Croatia, according to Newcastle’s international roundup.
Neither player’s selection for Tuesday is confirmed.
Tino Livramento will not feature after withdrawing from England’s squad through injury earlier in the window.
